Please see below & attached Asset Protection (Aspro) and Town Planning attached lists of comments, please be advised on our following comments specific to the site from view of the protection of Network Rail asset and train operation: • As the proposed application site is adjacent to Network Rail’s operational railway infrastructure, Network Rail requires the developer to sign asset protection agreement with Network Rail (NR)- Asset Protection(ASPRO) team prior to any works commencing on site. Asset Protection Wessex More information can also be obtained from our website at www.networkrail.co.uk/aspx/1538.aspx • Outside party (OP) to carry out glare assessment to identify any risks to driver/signal sighting and adopt control measures accordingly to mitigate any risks. • As recommended in the property report, OP to carry out full structural intrusive survey to ascertain the defects and viability of the structural elements before commencing any demolition. • OP to submit demolition strategy and RAMS for site/vegetation clearance and demolition of existing structures along Network Rail boundary. Due to close proximity, demolition may need to be carried out in possession. • Demolition of existing stairs via bridge should be carried out in agreement with the bridge owner. Structural assessment need to be carried out before commencing any demolition and demolition strategy and RAMS need to be submitted to NR ASPRO team for acceptance. • Due to close proximity of land to NR asset, OP to ensure any relevant covenants are addressed. OP to submit form01(approval in principal) to Network Rail ASPRO team for acceptance. • Party wall surveyor to be appointed and this need to be served before commencing works on site. • The design, construction and maintenance methodology of all works including protective measures for the railway shall be agreed with the Network Rail Asset Protection team prior to any work commencing. • OP to carry out trespassing risk assessment and adopt control measures to eliminate any risks to Network Rail asset and train operation. OP to submit details of the boundary fence along Network Rail land and submit RAMS for NR ASPRO acceptance. • OP to submit design form02 and 03 for the tower crane base and RAMS for tower crane erection. Lifting plan for any proposed mobile cranes lifting will be required to be reviewed by ASPRO. • OP to submit design of all temporary work along Network Rail boundary and also risk assessment and method statement(RAMS). • OP to follow attached tree guidance for any tress along Network Rail boundary. OP to submit details of landscaping for NR ASPRO acceptance. • Railway track and equipment is sensitive to ground disturbance. Particular attention is to be paid to the design and execution of piling or any other ground works to prevent movement of the track or equipment. Foundations and changes in ground level near a railway structure can affect its support system and water drainage. Network Rail will require a soil survey and details of the subsoil and foundations loads when submitting the design for foundations. • OP to submit drainage strategy and submit RAMS for drainage activity along Network Rail land. • OP to submit details of external lighting and RAMS for Network Rail acceptance.
